| Ltd. "Consolidated Enterprise for Valuation and Examination of Special Objects and Investments" (Ltd. "Specocenka") being a legal entity since July, 1, 2007 has the right to carrying out appraisal services and the conclusion of corresponding treaties with customers on carrying out of appraisal works, as in the staff of employees there are experts - appraisers, having Certificates on entering into the Register of the self-control entity "Russian Society of Appraisers ". The terms are stipulated by article 15.1. of the Federal Law on appraisal practice in Russia in edition of 27.07.2006 157-FL. Self-control entities, being nonprofit, are created in Russia with a view of regulation and the control of appraisal practice and are included in the uniform state Register of self-control entities of appraisers and uniting on terms of membership of appraisers.
According to article 22.1 of the Federal Law on appraisal practice of Russia in edition of 27.07.2006 N 157-FL - Self-control entities of appraisers have the following functions:

development
and approval of standards and rules of appraisal
practice, rules of business and a professional
etiquette;

development
and approval of rules and terms of granting
membership of self-control entities of appraisers,
additional requirements to the order of maintenance
of the property liability of the members at
realization of appraisal practice, establishment
of the size of a membership dues and their
entering terms;
-
representation
of interests of the members in their relations
with federal bodies of the government, bodies
of the government of subjects of the Russian
Federation, local authorities, as well as
with the international professional organizations
of appraisers;
-
granting
membership and expelling from a self-control
entity of appraisers on the bases, stipulated
by the present Federal Law and internal documents
of the self-control entity of appraisers;
-
carrying
out the control over realization of appraisal
practice by the members regarding observance
of requirements of the present Federal Law,
other Federal Laws and statutory acts of the
Russian Federation, federal standards of appraisal,
standards and rules of appraisal practice
and rules of business and a professional etiquette;
-
filing
the register of members of a self-control
entity of appraisers and submitting the information
contained in this register, to interested
persons in the order, established by the authorized
federal body, carrying out functions on legal
regulation of appraisal practice;

the organization
of information and methodical maintenance
of the members;
-
realization
of other functions established by the present
Federal Law.
